The CCAP Fall Conference features general programming with a focus on county “hot topics.” This Conference is a time for CCAP to plan its priorities and goals for the coming legislative year with an emphasis on association and county business. CCAP does not host exhibits at this Conference, but vendors are encouraged to attend and to sponsor the Conference.

The CCAP Fall Conference is currently scheduled to be held as an in-person meeting event. CCAP is committed to providing a safe Conference environment for all attendees. CCAP staff, in partnership with The Hotel Hershey, will continue to monitor the evolving pandemic situation along with federal, state and local safety protocols. Our intent is to present the usual Conference educational, association business, networking and vendor opportunities in a manner that ensures the safety of all attendees.

CCAP Academy Program Credits

Academy for Excellence LogoParticipants in CCAP's Academy for Excellence in County Government are eligible to receive up to four Academy elective credits for attending one breakout during each educational time slot. Participants must submit a Verification of Attendance form, which will be included in the Conference registration packets, indicating each session attended. Forms must be submitted after the Conference to Mandi Glantz to get transcript credit.

Commitment to Well-Being

CCAP considers the safety of its members, especially in-person Conference attendees, our top priority and we remain committed to hosting a safe event for all participants. The Commitment to Well-Being will require attendees, staff, speakers and vendors to comply with safety precautions and recommendations specified by the Commonwealth of Pennsylvania and the CDC.

Please note: our current policy for CCAP events is for all staff and attendees to be masked and to answer pre-conference screening questions. We will continue to monitor the conditions and recommendations, and will post updates here as well as communicate directly with registered attendees if time-sensitive correspondence is warranted.

Registration is available for county elected officials and staff, associate vendors, non-associate vendors and state agency personnel

The deadline to register with CCAP is 4 p.m. on November 12, 2021. Registrations received after 4 p.m. November 12 through November 23 will be assessed a late fee of $25, so please register early!

Cancellation Policies

Cancellations must be submitted via email to Jeannette Hunter,, no later than 4 p.m. on November 12, 2021 to qualify for a refund. No telephone cancellations will be accepted. A $50 administrative fee will be deducted for each refund requested. Registrations are transferable to another individual prior to the Conference start date. Cancellations received after the November 12, 2021 deadline are not refundable. Registered no-shows will be billed. Regardless of initial method of payment, all refunds are issued via a CCAP check after the Conference. Please understand we must adhere to the deadlines and policies to ensure accurate registration and hotel planning.

Hotel Reservations

The deadline to reserve your room at The Hotel Hershey using the CCAP room block with the special discounted rate of $199 per room/per night plus 11 percent tax is October 19, 2021, or until the room block is sold out. Availability, as well as the Conference rate, cannot be guaranteed for reservations after October 19. The rate listed does not include the six percent sales tax and five percent local occupancy tax on each room. Please contact The Hotel Hershey directly at (855) 729-3108 if you are having issues securing a room online.

*Update (10/13/2021): Our room block is currently sold out! Please use The Hotel Hershey link to connect to our special CCAP hotel reservations webpage, but if you're unable to complete the reservation due to sold-out status, please call (855) 729-3108 to speak to a hotel reservationist directly. Tell them you would like to to be placed on their wait list, and they will contact you when rooms become available due to cancellations.

Direct Bill Information for Counties: Payment with a credit card is preferred, but you can also use the hotel's direct bill process. You must call the reservations department at (855) 729-3108 to use the direct bill process – you cannot select direct bill online. When you call, you will provide a credit card number which will "hold" your room, similar to when you are asked for a credit card upon check in at any hotel. Please identify the county staff authorized under the direct bill account and also the specific charges that are permitted on this account (i.e. room, tax, meals, etc) to the Reservations Agent making the reservation, then send a letter confirming the staff permissions on your county's letterhead directly to Accounts Receivable, PO Box 860, 27 W Chocolate Avenue, Hershey, PA, 17033. Please include the name of the guest, dates of stay, staff permissions (room, tax, meals, etc), and the county contact information including email address of whom the invoice should go to in your letter. When your direct bill letter arrives with Accounts Receivable, the accounting department will match it to your reservation file.

Vendor Opportunities

There is no exhibit space at the Fall Conference, but vendors are invited and encouraged to register to gain access to educational sessions, meals and breaks and other Conference events.

Road and Bridge Award

Each year, CCAP, the Pennsylvania Highway Information Association (PHIA) and the PA Department of Transportation (PennDOT) work together to recognize the best road and bridge safety improvement projects undertaken by local governments across the commonwealth. The 2021 award will be presented during the CCAP Fall Conference in November.
